If I run Workstation elevated (ie ‘Run as Administrator’) then I can only drag files from the guest to the host. Dragging files from the host to the guest I simply get the “cannot drop here” mouse cursor.
That is the expected behavior. Windows blocks various operations from a lower-integrity process to a higher-integrity process, including drag and drop. You would see the same thing if you ran Notepad elevated and tried to drop a text file into the window. Google for "UIPI" for more information.

I haven't heard of this problem before, but I'll see if anyone's reported it internally.
