dont access to vsphere manage

Hi

I limit access user to the esxi host by AD groups and user and so limit root user esxi host to manage esxi

but i have a problem

when restart esxi host, any user in esxi host is lost and i have access by root user to the esxi by vsphere Client with limition and have not access to manage this host

how do i do??
