Basically the root password is only required for the inital connection, after this vCenter Server uses the vpxuser account to communicate with the host. However, according to e.g. ESXi root password change and vCenter connectivity there might be reasons to "update" the password (i.e. reconnect the host). Not sure whether this is by design or a bug!? Maybe that's what the note in the KB article you mentioned refers to.
