I think you have most the details; but you do need to make sure the VRMC console is installed on the client. (VCloud ships with the install that is for the version of cloud you are currently using)
Basic how we do it (I cannot post the code)
create an object on the web page that points to the mks console. ClassId we use CLSID:B94C2238-346E-4C5E-9B36-8CC627F35574 (think this is 1.0 console)
This object has an invoke method you can call when the console should be displayed. The invoke requires the ticket information (and it cannot be older than 30 seconds)
If the invoke method fails (not found) - or object creation fails we make the user download the console exe and install it.
