Don't allow virtual machine to power on if Host memory usage more than 75% ?

Hi all,

I'm searching a way to don't allow virtual machines to power on if the average memory usage of the clutser is more than 75%, or if its corresponding host memory usage is more than 75%.

Any Idea.
