One more suggestion...
On ControlCenter, open the Control Panel and click on "Change keyboard or other input methods".
Then on the "Keyboard and Languages" tab, click the "Change keyboards..." button.
From there you click the "Add" button and then expand the hierarchy until you find a matching keyboard to the one you are using.
Once the keyboard is added, a "Language Bar" is visible on the Taskbar next to the System Tray. The default will still show "EN" but you can click the "EN" to show the other choices such as "FR French (France)" will change Windows to expect a French AZERTY keyboard for example.
