There are many ways for the conversion to fail and there is no easy way to detect that the specific failure is because of local admin or UAC. Note that in some cases even running as domain admin (added in local administrators group) fails, but only local admin succeeds. I completely agree the best way is to have the most descriptive error message with instructions for fixing the problem in each case, but the effort for this would be really big and the value would not match the effort. I would prefer to focus on minimizing failures and live with generic error messages in some cases, although I admit is is not user-friendly.
